The Strategic Counterintelligence Directorate (SCID) is the unit where Steven O’Hern served. The Iraq SCID was created by counterintelligence agencies of the Army, Navy, and Air Force in concert with the U.S. Central Command. After the invasion of Iraq in 2003, an ad hoc group of counterintelligence agents from the Air Force Office of Special Investigations and the Naval Criminal Investigative Service were formed the Counterintelligence office of the Coalition Provisional Authority.
When the CPA stood down on 1 July 2004, the SCID was created from the personnel in the CPA Counterintelligence office joined by Army counterintelligence agents. The SCID was formed as a unit of the Multi-National Force-Iraq (MNF-I.) The director of the SCID reports to the Deputy Chief of Staff, Intelligence (DCSINT) of the MNF-I. Personnel from the Army, Navy, Air Force, and Marine Corps serve in the SCID along with civilian personnel.
Following the success of counterintelligence operations conducted by the SCID in Iraq, a similar SCID organization was established in Afghanistan.
